Copyfraud is when a compiler of public domain images and copies of other works then claims a copyright of those very images, books, music, etc...
Basically, if you are being asked to pay for permission to use something already in the public domain the fraud occurs. Anyone want to buy the Brooklyn Bridge?
Part of the problem exists because there is no national registry of public domain works so people unknowingly pay for something they could have used for free.
A very good article is here at the NYU School of Law.
The author of the article gives a very good example of a company claiming copyright on an exact copy of the US Constitution.
